Many websites depend on Pay Per Click advertising to generate traffic. Pay Per Click can work and does work in a great number of ways. Best of all, it works great for Google, MSN and Yahoo! etc., because it generates an enormous revenue stream for these top Search Engines.

It also generates income for millions of website owners that display 'sponsored advertising' on their pages. Many websites display these paid advertisements as the only content, using programs like 'Adsense (from Google)' etc., And, many make a living from doing so.

What does that tell you?

Pay Per Click is worth billions of pounds per year to the likes of Google and Co. so they are more than happy for some misuse of the system because, ultimately, every click is money in the bank.
